Celnor Expands Built Environment Division with Acquisition of Rural Solutions
Celnor Group has expanded its footprint in the UK’s built environment and compliance sector with the acquisition of Rural Solutions, a specialist rural planning and development consultancy headquartered in Skipton. The deal marks a significant step in Celnor’s strategy to build a portfolio of entrepreneur-led businesses operating across the Testing, Inspection, Certification and Compliance (TICC) sector.
Rural Solutions, which works nationally, has built a strong reputation for advising on complex rural development projects in sensitive landscapes and heritage settings. The firm employs around 40 professionals spanning planning, architecture, landscape design, consultancy, property development and research, enabling it to offer clients an integrated approach from early-stage strategy through to project delivery.
Its expertise covers estate-scale masterplanning, heritage conservation, sustainable design, regenerative land-use, rural housing, commercial development, and the creation of high-quality country homes and leisure experiences. The firm’s clients range from estates and landowning institutions to developers, private individuals and tourism operators. Its integrated model enables it to manage feasibility analysis, business planning, planning applications, architectural design and project delivery.

The transaction, completed in November, saw Rural Solutions’ shareholders advised by Ben Peacock and Adam Trevisani of Park Place, alongside Andrew Bradley and Megan Colvin of Brabners.
The acquisition reflects growing demand for expertise in rural development as landowners, investors and public-sector bodies seek solutions that balance economic opportunity with environmental responsibility. It also strengthens Celnor’s position as a consolidator in the compliance and built environment sectors at a time when rural regeneration and sustainable land management are becoming national priorities.
